Cockayne's "Complete Peerage" (EU, p.160) is where this Hugh would be mentioned, but he is not, Cokayne being ignorant as to his existence and having HUGH VIII as the father of HUGH IX.

No. Painter discovered many years ago that there had been a Hugh left out of the nomenclature, hence:

9. Hugh (VIII1/2) (He was at least effective ruler when Hugh VIII was on
crusade, and he died after Hugh VIII was last recorded alive on Crusade,
and the first record we have of VIII's having died, so it is not known if a.Hugh VIII1/2 accually survived his father to become Count, if only for a few weeks, or b.whether he knew it if he did.

Painter argues that Ralph, called brother of Hugh IX, was son of the missing Hugh, and not of Hugh VIII, while Guy and Geoffrey, called sometimes uncles, sometimes brothers of Hugh IX were sons of Hugh VIII, and brothers of Hugh VIII1/2. Based on some chronological factors regarding the marriages of Ralph and Hugh IX, he concludes that Hugh X was son of an earlier marriage of Hugh IX, prior to his marriage to Matilda. I have not seen anyone else address these theses, so I never
know if a line like that in ES, above, for Ralph or one showing Matilda as mother of Hugh X is indicative of rejecting Painter, or ignorance of his work. (I personally think that the circumstances surrounding the marriages of Isabelle of Angouleme are so well documented, that a dispensation before her second marriage (to the son of her first cousin Matilda) would have been mentioned by contemporaries.)
